What is a visa?
A visa is an authorisation or decision, in the form of a sticker, issued and affixed to a
passport by a Maltese diplomatic mission or consular post to a third-country national.
It authorises the bearer to stay or travel through Malta during a limited and specified
period. The possession of a visa does not give the third-country national the automatic
right of entry, as bearers must prove that they still meet the conditions of entry. Border
authorities may refuse entry or annul the visa, if it is subsequently established that:
- the bearer is not in possession of adequate means of subsistence;
- the data submitted during the visa procedure were incorrect or falsified;
- the bearer is unable to provide details regarding the circumstances of the stay in Malta.
Border authorities may refuse entry also for reasons of security or public policy.

Where do you apply for a visa?

Visas have to be applied for prior to entry at Malta’s diplomatic mission abroad,
or at the diplomatic mission of another EU Member States, with which Malta has
concluded a representation agreement. These diplomatic missions must cover
the place of residence of the applicant.

ENTRY INTO MALTA

Admission to the territory of Malta, through its external borders, is only
permitted to third-country nationals who:

a. seek entry through a border crossing point;

b. are in possession of a valid passport or equivalent recognized travel document
permitting them to cross the border;

c. are in possession of documents substantiating the purpose and the conditions
of the planned visit and have sufficient means of support, both for the period of
the planned visit and to return to their country of origin (or to travel in transit
to a Third State). A third-country national who already holds a residence
permit issued by one of the EU Member States is exempted from this
requirement.

d. are in possession of a valid entry or transit visa, if required;

Where there is no official Maltese representation in a country, the applicant should apply directly to the Immigration Police in Malta, with whom s/he should check all the requirements that are relevant to his/her passport.  The applicant may obtain the required Visa Application Form for Entry into Malta by simply downloading it from www.mfa.gov.mt Adobe Acrobat PDF (135 KB)) from this website, duly filling it, and faxing it to the Commissioner of Police together with a photocopy of the passport of the applicant and other requested documents. 

The Immigration Police would then issue a statement, which is faxed to the applicant indicating whether the application for Visa has been approved or otherwise.  In the case of approval, the applicant should present the letter of approval to the airline before proceeding to Malta. S/he would then be issued with a visa upon her/his arrival at the Malta International Airport.
